A tactical light is judged by how fast it gives you full output, not by the biggest number on the box.
Six handhelds made the cut. They are sorted by the job they do best, from long reach to pocket size. All six share the traits that make a light tactical: a tail switch you can hit without looking, quick access to full output, and a body that survives a drop.

What the best tactical flashlight actually has to do
The best tactical flashlight is the one that puts full light where you need it in under a second. So the switch comes first. A momentary-on tail switch lets you press for light and release for dark, with no menu in the way. That matters most in a reverse grip or when the light sits next to a pistol.
Output comes second, and it is easy to misread. Lumens measure the total light leaving the head. But reach comes from candela, the intensity at the center of the beam. Six tactical lights, six different jobs
Five terms that decide a tactical flashlight
- Lumens
The total light leaving the flashlight in every direction. It tells you how much light there is, not where it goes.
- Candela
Peak beam intensity at the center of the beam. This is the number that decides reach. Under ANSI FL1, beam distance is twice the square root of candela, in meters.
- ANSI FL1
The industry standard for flashlight ratings. It measures output 30 seconds after switch-on, beam distance to 0.25 lux (about full moonlight), and runtime until output falls to 10 percent of that start figure.
- Momentary-on
Light only while the switch is pressed. A half-press on a two-stage tail switch gives momentary light; a full click locks it on.
- Lockout
A mode or a quarter-turn of the tailcap that stops the light from switching on in a pocket. Without it, a bright light can warm a pocket or drain the battery.
Why the turbo number is not the number you live with
Every rechargeable light here quotes a turbo figure it holds for only a few minutes. Heat builds in the head, so the driver steps output down. Olight lists the Warrior 3S at 2,300 lumens for about two and a half minutes, then 805 lumens for well over two hours. In 1Lumen's PD36R Pro review, the Fenix PD36R Pro read 2,494 lumens at 30 seconds and 832 lumens at ten minutes.
That step-down is normal, not a defect. But it means the sustained level is the honest everyday figure. It also explains why rated runtimes feel short, which we cover in why flashlight runtime falls short of the claim.
Batteries shape the rest. A 21700 cell holds the most energy, so the Warrior 3S and PD36R Pro run longest between charges. CR123A primaries are lighter and keep for years on a shelf. AA is the weakest, but you can buy it anywhere. So the right cell depends on whether you charge nightly or store the light for emergencies.

Olight Warrior 3S: the easiest tactical light to live with

Two-stage tail switch, side-switch lockout, 21700 runtime
The Warrior 3S splits its controls sensibly. The two-stage tail switch gives turbo or strobe straight from off, either momentary or locked on. The side switch walks through moonlight to high and adds an electronic lockout, so it will not fire up in a pocket.
Olight rates it at 2,300 lumens, 23,000 candela and a 300 meter beam from a 5,000 mAh 21700 cell. A proximity sensor dims the beam if the head is blocked, which prevents heat build-up against fabric. It is 139 mm long and weighs 176 grams with the battery, according to Olight’s product page and retailer spec sheets.

Fenix PD36R Pro: the most light and the most reach
2,800 lumens, 380 m rated beam, USB-C charging
The PD36R Pro is the brightest and farthest-reaching light in this guide. Fenix rates it at 2,800 lumens and 36,600 candela from a 5,000 mAh 21700 cell, with a 380 meter beam. Charging is USB-C on the body, so any modern cable works.
Both switches sit on the tail. The large one handles on and off, with a half-press for momentary light. The smaller one changes modes and fires strobe. In 1Lumen’s review it measured 3,119 lumens at switch-on and 34,200 candela, and it still put out 832 lumens after ten minutes.

Streamlight ProTac HPL USB: reach from a deep reflector
374 m rated beam on only 1,000 lumens
The HPL USB shows why candela matters more than lumens. With 1,000 lumens it is rated at 35,000 candela and a 374 meter beam, almost level with the much brighter PD36R Pro. A deep reflector concentrates the light into a long, narrow hotspot.
Power is flexible. Streamlight says it runs on its included rechargeable pack, two CR123A lithium cells, or a separate USB rechargeable pack. Its TEN-TAP switch lets you choose high-strobe-low, high only, or low-medium-high.

The ProTac HL has no charging port and needs none. It runs on two CR123A lithium cells, which hold their charge for years in storage. That makes it the right pick for a glovebox, nightstand or go-bag that sits untouched for months.
Streamlight rates it at 750 lumens, 18,300 candela and 270 meters. It is IPX7 waterproof to one meter for 30 minutes. The trade-off is runtime: about 1.25 hours on high, so spares are part of owning it.

Nightstick TAC-660XL: a switch at each end
Bezel and tail switches, rechargeable with a CR123 carrier
The TAC-660XL puts a switch on the bezel and another on the tail. Each one works momentary or constant-on, so it suits a forward grip, a reverse grip, or a shoulder-mounted hold. Nightstick rates it at 1,100 lumens and a 228 meter beam, per the TAC-660XL spec sheet.

Streamlight ProTac 1L-1AA: a tactical light for any pocket
4.25 inches long and runs on AA or CR123A
The 1L-1AA is the light you actually bring. It is 4.25 inches long and weighs 71 grams with a CR123A. On that cell Streamlight rates it at 350 lumens and a 160 meter beam. On an AA it drops to 150 lumens and 105 meters, but it still works on a battery you can buy anywhere.
It keeps the ProTac tail switch and TEN-TAP programs, and it ships with a holster plus one of each battery type. It is IPX7 waterproof and rated for a two meter drop.

How to choose a tactical flashlight for your carry
Start with where it lives. In a pocket, size wins, so look at the ProTac 1L-1AA or the Warrior 3S. On a belt or in a vehicle, the PD36R Pro or the HPL USB gives far more reach. In a kit that sits for months, the ProTac HL on CR123A cells is the safest bet.

Strobe is the most argued-about mode on a tactical light. It can make it harder for someone to judge distance and attracts attention in an emergency. But it is just as disorienting for the person holding the light. If you never plan to use it, programming it out keeps the switch simpler under stress. Frequently asked questions
How many lumens does a tactical flashlight need?
For close-range use indoors, 500 to 1,000 lumens is plenty. Outdoors, reach matters more, so compare candela instead. The ProTac HPL USB reaches about as far as the PD36R Pro despite having far fewer lumens.
What is the difference between lumens and candela?
Lumens measure all the light coming out of the head. Candela measures how intense the center of the beam is. Under ANSI FL1, beam distance in meters is twice the square root of the candela figure.
Is a 21700 battery better than CR123A?
A 21700 holds far more energy and is rechargeable, so it wins for daily use. CR123A cells are lighter and keep their charge for years, so they win for lights that sit in storage.
Why does my flashlight get dimmer after a few minutes?
That is thermal step-down. The driver lowers output to protect the LED and battery from heat. Every high-output light here does it, so judge them on the level they settle to.
Can I carry a tactical flashlight in a pocket safely?
Yes, if you lock it out. The Warrior 3S has an electronic lockout. On the others, loosen the tailcap a quarter turn so the light cannot switch on by accident.
